An employment cost index determines an U.S. military pay scale known as the Allowable Rate. The index is found by studying the demand for enlisted personnel permanently, permanent personnel, and temporary military retirees per 100 active-duty personnel. After analyzing these variables it is then adjusted to give a percentage that will be based on the needs of each of these groups in order to guarantee a sufficient workforce. This method is employed to establish a base military pay that is used by each branch.

They are called the “major”, “first lieutenant,” and “second lieutenant”.

The pay scale that is used within the army are the First Major First Lieutenant, Second Lieutenant, and the list goes on. These pay scales rank people in various categories of service within the various branches that comprise the Army. For example, the lower-ranking individual’s  within their respective divisions of the Marine Corps will be considered Officers placed in Reserve or Officers Regular. In contrast, upper-ranked individuals will be classified as Officers Special or Specialists. In addition, individuals in the Air Force will be considered Officers Air Recruits. Likewise, those in the Navy will be designated as Officers Navy or Officers Waterman.

This is a reason for an increase the pay for military members who have a high education and received similar promotions and increases that are comparable to those in lower pay grades. People who are promoted to lower pay grades receive no increase.

Officers that are both in the enlisted and commissioned ranks receive promotions to Warrant Officer. The amount they are paid at this rank is determined by their actual commission rating that is typically higher than the grade of their real star. At higher levels of leadership, such as Colonel, both commissioned and enlisted officers will be entitled to a promotion to a Colonel. Following an upgrade to Colonel, all officers commissioned are eligible for general promotions. Thus, those who have prior to that been upgraded to General are capable of being promoted to Vice Captain or Major.
