The index for employment costs establishes that U.S. military pay scale called the Allowable Rate. The index is calculated by analyzing the need for enlisted personnel permanently, permanent personnel, and temporary military retirees per 100 active-duty personnel. This method is used to create a basic military wage that is then used in every branch.

When an area has a high index, the cost of living will be expected to be greater than when the cost index is lower. This can result in an increase in the compensation of military members who have a high education and received similar promotions and raises like those in lower pay levels. Personnel who are promoted to jobs that are not in their pay grade have no pay increase.
Officers that are both engaged and commissioned receive an increase to the rank of Warrant Officer. The amount they are paid as a Warrant Officer is based on the actual rating of their commission which is usually higher than the grade of their real star. At higher levels of leadership like Colonel, both commissioned and enlisted officers are entitled to being promoted to Colonel. After a promotion to Colonel, all officers commissioned can be promoted to general. So, officers who have before been promoted as a General will be qualified for promotion to Vice Captain or Major.
Lastly, the pay increases for Specialties go up in every couple of years. You need to be among the top 20 percent of your class to get promoted to the pay grade of Specialized.
