Pay rises at this point are determined by the military employment cost index. This allows you to keep track of the rate of inflation of the cost of living. If a location has a high index, the cost of living is predicted to be much more than when the Index is not high. This leads to an increase in the compensation of military members who have a high education and received similar promotions and increments that are similar to those in lower pay grades. The ones who are promoted in areas below their paygrade have no pay increase.

Officers with an enlisted and commissioned rank get an increase to the rank of Warrant Officer. The salary they earn for this position is determined by their actual commission score which is usually greater than the rank of their actual star. When they reach higher levels of the command like Colonel both enlisted and commissioned officers are entitled to advancement to the rank of Colonel. Following an upgrade to Colonel, all officers who are commissioned are eligible for general promotion. Thus, those who have earlier been promoted to General will be eligible for promotions to Vice Captain or a Major.
