When an area has high cost index, the costs of living are expected to be more expensive than when the index is low. This leads to an increase in the pay for military members who are educated and have received similar promotions and rises as those who are in lower paygrades. For those who have promotions in lower pay grades receive no increase.
Officers who have both commissioned and enlisted rank receive a promotion to a Warrant Officer. The pay they receive for this position is based on their actual commission ratings that is generally higher than the grade of their real star. At higher levels of leadership like Colonel, both commissioned, and enlisted officers will be entitled to the rank of Colonel. After a promotion to Colonel, all officers who are commissioned will qualify for general promotion. Thus, those who have prior to that been upgraded to General are qualified to be promoted to a Vice Captain or Major.
Finally, the increases in pay for Specialties are increased approximately every two years. It is necessary to be in the top 20 percent of your enlistment class to get promoted to the Specialized pay grade. These pay grades include Technician Radio Technician Computer Networking Specialist, as well as Information Technology Specialist.
