The index is determined by studying the amount of enlisted members in permanent and permanent personnel as well as temporary military retirees per 100 active-duty military personnel. After considering these parameters The rate is then adjusted to give a percentage that will be based on the needs for each group to ensure that there is a sufficient number of workers. This leads to an increase in the salaries of military personnel who have high educational qualifications and experienced similar promotions and pay raises similar to those of lower pay levels. Personnel who are promoted to lower pay grades receive no increment.

Officers who have both commissioned and enlisted rank receive promotions to Warrant Officer. The amount they are paid at this rank is based on the actual rating of their commission which is usually higher than the level of their actual star. At higher levels of command including Colonel, both commissioned and enlisted officers can be eligible for a promotion to a Colonel. When they are upgraded to Colonel, all officers commissioned will qualify for general promotion. This means that those who’ve had a previous promotion to General are qualified to be promoted to a Vice Captain or Major.
