In higher ranks of command like Colonel both commissioned, and enlisted officers will be eligible for being promoted to Colonel. Finally, the increases in pay for Specialties rise in every couple of years. You have to be among the top 20 percent of your enlistment class to be promoted to an advanced pay grade.
