Pay increments at this level are based on the military cost index for employment. This is a method to accommodate for the increase of living expenses. When an area has an index that is high, then the cost of living is predicted to be more expensive than when the cost Index is not high. This causes an increase in the pay for military members who are highly educated and had similar promotions and rises as those who are in lower paygrades. Personnel who are promoted to areas below their paygrade get no raise.
Officers who hold both a employed and enlisted are given an upgrade to Warrant Officer. The pay they receive in this grade is determined by their commission rating and is typically above the grade of their real star. Higher levels of command such as Colonel both commissioned and enlisted officers will be entitled to an upgrade to Colonel.
