An employment cost index establishes an U.S. military pay scale called“allowable” Rate. The index is determined through examining the demands for enlisted personnel as well as permanent personnel and temporary military retirees for 100 active-duty soldiers. After analyzing these variables and adjusting the rate in order to produce a figure that takes into account the strength requirements of each of these groups to ensure that there is a sufficient number of workers. This method is used in order to set a basic military pay which is then utilized in every branch.

The U.S army has its rank method in operation. The ranks are established from the rank of First Lieutenant and the upper levels and comprise officers such as sergeants, lieutenants or Colonels and majors. In the army, three levels are ordered from the top to the bottom through the order of the commander.
