Pay increases at this rate are determined by the military cost of living index. This is an attempt to accommodate for the increase of living costs. When an area is characterized by an index of high value, the cost of living is expected to be significantly higher than when the cost index falls. This will result in an increase of the pay for military members who have a high education and received similar promotions and raises like those in lower pay levels. Personnel who are promoted to jobs that are not in their pay grade are not given a raise.
Officers who are commissioned and enlisted rank receive promotions to Warrant Officer. The salary they earn as a Warrant Officer is based on their actual commission rating which is usually greater than that of their real star. Higher ranks of command such as Colonel both commissioned and enlisted officers will be entitled to the rank of Colonel. After a promotion to Colonel, all commissioned officers can apply for general promotions. Thus, those who have already been elevated to a General are eligible to receive a promotion to a Vice Captain or Major.
Lastly, the pay increases for Specialties increase every two years. You need to be in the top 20 percent of your enlistment class to qualify for a Specialized pay grade. The pay grades are Technician, Radio Technician Computer Networking Specialist, and Information Technology Specialist. Anyone with one of these specialty pay grades may apply to become a Surgical Technician, or a Medical Assistant once they’ve reached the required number or years in service, and have reached the appropriate promotion level.
