If a location has an index that is high, then the costs of living are expected to be much more than when the of living index is very low. This leads to an increase in the amount of pay paid to military personnel with a higher education level and who have experienced similar promotions and raises like those in lower pay grades. Those who are promoted in posts below their pay grade receive no additional pay.
Officers who have both in the enlisted and commissioned ranks receive a promotion to a Warrant Officer. The amount they are paid for this position is based on their commission rating, which is usually above the actual star. Higher levels of command like Colonel, both enlisted and commissioned officers can be eligible for the rank of Colonel. After an upgrade to Colonel, all commissioned officers are eligible for general promotion.
