In areas with a high index, the cost of living will be expected to be more expensive than when the cost index is less. This will result in an increase of the compensation of military members who are educated and have had similar promotions and increases similar to those at lower pay levels. People who are promoted to positions below their pay grade receive no increment.
Officers that are both commissioned and enlisted rank receive an advancement to a Warrant Officer. The salary they earn with this title is determined by their commission rating, which is usually above the grade of their real star. In higher ranks of command like Colonel, both commissioned and enlisted officers can be eligible for being promoted to Colonel. Following an upgrade to Colonel, all officers who are commissioned can apply for general promotions.
